Vietnam is a major Southeast Asian nation with a population of 86 million, the 12th most populated country in the world. The country is in rapid economic transition. In 1986, after decades of war and political isolation, Vietnam has adopted the market-based economy. Since then, Vietnam has been considered a fast-growing economy in the world, with average rate of growth being 7%/year. The economic reform and growth have helped transform Vietnam from an agricultural economy to an industrial and services economy.

The modern higher education system in Vietnam may be thought to begin with the establishment of the Medicine Colleges and some other colleges in early twentieth century and the foundation of Indochina University with quite complete structure in Hanoi in 1943. This modern higher education system included some private universities established in the South during the period of country division from 1954 to 1975, such as Da Lat Private University, Van Hanh Private University, Minh Duc Private University, etc.

The number of Vietnam’s higher education students has been increasing very fast in the last decade, accounting for about 1.7 million at the end of 2009. More than a half of this student population do not belong to the regular training system but acquire higher education mainly through the open and distance learning (ODL) delivery. The quality of these students is very low, so their degrees bear some differences from those for regular students
