CHRD’s ultimate goal is to serve the entire educational system of Vietnam. This will be achieved by first improving the quality of human resources at VNU, and then by studying the operation and performance of educational systems in other countries in order to develop best practices for Viet Nam. Moreover, CHRD’s activities are aimed to serve education policy development so that the full potential of human capital can be utilized. CHRD will also contribute to the quality of the labor market by providing training services in areas of expertise.
CHRD conducts research in the area of individual needs and policies and integrates government functionality with society and the business sector. It includes:
Examining, studying, and forecasting human resource needs; correlating human resource quality with socio-economic growth; identifying problems and solutions for utilizing human resource potential; brain-drain and brain-gain; and personnel policies in schools and organizations; and
Studying fundamental government consultancy issues in setting policies for education such as educational philosophies; stratifying a system of higher education, university governance, leadership and administration; studying the emergence of urgent issues in education such as cross-boundary education, internationalization of education, international partnerships in education, and instructional technology; and, by utilizing a comparative approach, studying those practical issues that have arisen from Vietnamese reality which require solutions. They include university governance, financing higher education, faculty development, integrating teaching and research, and participation by the private sector. This also includes studying recent trends such as the formation of corporations, privatization of higher education, and studying those best practices which can be applied to Vietnam and those which should be modified.
CHRD offers several diverse training opportunities that will provide the Vietnamese government and society with knowledge and expertise to improve the country’s educational system to meet future globalization needs. They are:
Short-term training courses/workshops/seminars aimed to provide updated knowledge and professional skills for school administrators and especially the middle-level staff
Courses on research methodologies, pre-doctoral programs to equip young faculty and prepare them for an academic career, and for building research capacities for Vietnamese universities. To help internationalization, CHRD offers graduate programs in educational leadership and management in partnership with accredited schools abroad.
Training courses based on specific needs of individual industries/businesses, to provide basic knowledge and professional skills for laborers, and to serve the labor supply and export market.

For the purpose of disseminating data and scientific information on education, CHRD offers the following:
Usage of our webpage as an e-library or database regarding matters of education and human resources which includes related research output, conference papers, articles and essays, statistics, and legal documents to serve policy-makers, school administrators, faculty and students to enrich their knowledge.
Publishing a monthly newsletter to disseminate updated knowledge in human resource development trends in the world. CHRD is also striving toward a bilingual peer-reviewed journal to introduce CHRD research output to scholars in the country on the issues of human resource training, management and development.
The following list of services is offered to the government, Vietnamese educational institutions and the business sector:
- Labor supply: finding and recommendation of jobs, job interviews, and employee orientation
- Training services: job and career orientations, practice tests, SAT, GRE, GMAT preparations
- Consulting services: strategic planning and policies on personnel and human resource development; seeking Vietnamese partnerships with international schools; seeking international partnerships or designing study tours for Vietnamese schools; and providing consulting services for Vietnamese institutions in writing proposals and developing management projects that are funded by international bodies.
